of the III International Film Festival for Children and Youth "Hero"

- General provisions
- III International Film Festival for Children and Youth "Hero" (hereinafter referred to as the Festival) is held in the cities of Krasnoyarsk, Norilsk, Zelenogorsk, Nazarovo, Balakhta settlement of the Krasnoyarsk Region from the 20th to the 24th of May, 2024.
- Shows of the competition and non-competition program films submitted to the III International Film Festival for Children and Youth "Hero" are held in the territory of the Krasnoyarsk Territory from the 25th of May to the 30th of June, 2024 (hereinafter referred to as the Festival Echo).
- The founder of the Festival is the Ministry of Culture of the Krasnoyarsk region (hereinafter referred to as the Founder).
- The Organizer of the Festival is Enisey Kino Regional State Autonomous Institution of Culture (hereinafter referred to as the Organizer).
- The partners of the Festival are regional state institutions of culture and education. Other state, commercial, and non-commercial organizations can also act as partners of the Festival (hereinafter referred to as the Partner).
- Objective and purposes of the Festival
- The main objective of the Festival is shaping the image of a hero in the minds of the young generation, determining the image of a modern hero to be the spiritual and moral compass for the generation through the joint efforts of cinematographers and film viewers, nurturing of goodliness and artistic taste of the young people.
- The main purposes of the Festival are:
- Introduction of the outstanding examples of contemporary Russian and global cinematograph representing the modern hero image to the children and youth.
- Discovery of new Russian and international authors of children’s and youth films. Exchange of creative experience, search for new ideas, styles, and technologies in children’s and youth film making, nationally and internationally.
- Development of film criticism, creative abilities, conceptual thinking of children and youth, mastering modern film and animation production technologies by children and youth, professional guidance of children and teenagers through workshops, laboratories, meet-the-artist sessions with Russian and international cinematographers.
- Organization of the Festival
- For the preparation and conduction of the Festival, an organizing committee of the Festival (hereinafter referred to as the Organizing Committee) is established by the Festival Founder. The Organizing Committee may include representatives of the Founder, the Organizer, representatives of various institutions, festival venues and other persons. The composition of the Organizing Committee is subject to approval by the Order of the Ministry of Culture of the Krasnoyarsk Region. The Organizing Committee establishes the Festival program, organizing plan of the Festival events, the composition of the Festival Screening Committee (hereinafter referred to as the Screening Committee) and the board of judges (hereinafter referred to as the Judges).
- The Organizer is in charge of organizational provisions for the preparation and conduction of the Festival, including the maintenance of the Screening Committee, making up the Festival Program, organizing the Judges meetings and the Judges’ protocol setup, sending invitations to the Festival competition and non-competition program participants.
- The Judges and the Screening Committee are gathered by the Organizing Committee from famous Russian and international filmmakers professionally engaged in feature films, documentaries, and animation. Persons involved in the creation of the films admitted to the competition program of the Festival cannot be members of the Board of Judges.
- The Organizer ensures the coverage of the Judges’ travel expenses from their places of residence to Krasnoyarsk, Norilsk and back, by railway or by air; accommodation expenses for their stay at the hotels of Krasnoyarsk and Norilsk in single rooms. The travel and accommodation conditions of the Festival Judges are stipulated individually in their personal invitations.
- The Organizer provides the transportation of the Judges and the competition and non-competition program participants around the city of Krasnoyarsk and the Krasnoyarsk Territory (Norilsk, Zelenogorsk, Nazarovo, settlement of Balakhta) by motor transport.
- The Organizer covers the travel expenses of the feature film, feature film, full-length documentary and animation film competition program participants (not more than one representative of each film) from their places of residence to Krasnoyarsk, Norilsk, and back by railway or air (economy class), the accommodation expenses in standard single rooms at the hotels of Krasnoyarsk and Norilsk.
- If a competition program participant is not capable of attending the Festival in person, they can take part in the Festival program online.
- The Judges can perform their duties online.
- The Screening Committee selects feature films, documentaries, and animation films for children and youth from the entry list to participate in the Festival competition program, scoring them from 1 to 10 in the following criteria:
originality of the script concept and the author’s idea;
integrity of the idea and its representation;
compliance of the selected expressive tools to the artistic concept;
creativity, individuality, innovation, extraordinariness of the author’s thinking;
logic and entirety of the composition solution;
overall art value of the film;
presentation of the modern hero image to children and youth.
The final protocol with the score given to the films by all the Screening Committee members is signed by the chairman and the secretary of the Committee. The decision on the admission to the Festival program is final and is not subject to appeals.
- Russian and foreign cinematographers (physical and legal entities) engaged in the production of children’s and youth feature films, documentaries, and animation films are invited to take part in the Festival.
- Information on participation in the Festival program is sent to the applicant by the Organizer to the email address presented in the entry within three working days after the end of the Screening Committee’s work, but not later than March 14, 2024.
- Participants aged from 8 to 17 years old inclusively and art groups (youth media studios) are invited to take part in the special "Who Is Your Hero?" nomination. The entries shall be filled in by the parents (legal representatives) of the participants or the heads of the art groups (media studios).
- Admission of full-length feature, animation, and documentary films in the competition program of the Festival allows personal presence of one participant from each film-making crew (preferably, the film director).
- Festival program
- The Festival program includes:
- The competitive program involves film screenings for children and youth in the following genres:
Full-length feature films;
Full-length animation films;
Short feature films;
Short animation films;
Documentary films;
film in a special children’s nomination “Who is your hero?”.
For the competition of full-length feature, full-length animation and documentary films, the Screening Committee selects from 5 to 10 films of each mentioned type. For the short feature film and short animation film competition, from 5 to 20 films of each type are selected.
- The non-competition program including the following special events:
1) meet-the-artist sessions, workshops, lectures, education laboratories, round tables, discussions;
2) non-competitive film shows;
3) special film programs.
- Festival opening ceremony: May 20, 2024.
- Festival closing and awarding ceremony: May 24, 2024.
- The Festival program includes:

best full-length feature film for children and youth;
best short feature film for children and youth;
best full-length animation film for children and youth;
best short animation film for children and youth;
best documentary film for children and youth;
special nomination for children “Who is your hero?”.
- Application procedure and participation conditions
- 6.1. Applications for the competition and non-competition programs of the Festival are accepted online from November 3, 2023, to December 30, 2023, inclusively, if sent to the Organizer’s email geroyfilm@mail.ru or through the website http://www.geroyfilm.ru.
- The competition and non-competition show programs of the Festival are made up by the Screening Committee until March 14, 2024, inclusively.
- The Applicant shall own exclusive or non-exclusive rights for using the film featured in the application, and (or) rights for transferring them to other parties.
- Participation in the competition and non-competition programs of the Festival is free of charge. The Applicant may submit several applications for the competition and non-competition programs of the Festival.
- Films admitted to the competition program:
full-length feature films produced in 2022 or later, duration of 50 minutes and above;
short feature films produced in 2022 or later, duration under 35 minutes;
full-length animation films produced in 2021 or later, duration of 50 minutes and above;
short animation films produced in 2022 or later, duration under 35 minutes;
documentary films produced in 2022 or later, duration under 100 minutes;
special nomination for children: “Who is your hero?”, films produced in 2022 or later, duration under 35 minutes.
- Application for participation in the Festival implies the author’s or the group of authors’ consent to film shows during the Festival in Krasnoyarsk, Norilsk, Zelenogorsk, Nazarovo, settlement of Balakhta of the Krasnoyarsk Region from the 20th to the 24th of May 24, during the Festival Echo in the Krasnoyarsk Territory from the 25th of May to the 30th of June 2024 inclusively, and to using film fragments for making a Festival video compilation at the end of the event.
- The competition and/or non-competition programs’ participants guarantee complying with the regulations of the civil legislation of the Russian Federation.
The liability under all the copyright-related claims filed as a result of the film shows shall be borne by the person applying for the competition and/or non-competition programs of the Festival.
Should any demands, claims, or lawsuits be filed by any third parties, including the holders of copyrights for the presented films, the Festival participant shall resolve the issue on their own, on their own behalf and at their own expense.
- Participation in the Festival implies transferring the right for the film fragments broadcast (10% of the total film length, but not more than 3 minutes) to Russian and foreign TV channels. The same rights shall be provided for publication of film fragments on the Internet.
- Upon the decision of the Screening Committee, the works containing propaganda of violence, drug use, smoking, alcoholism, offence to human dignity, incitements to racial and national hatred, antipatriotic spirit, shall not be admitted to the competition and non-competition programs of the Festival. The Screening Committee’s decision in this regard is final and not subject to any appeal.
- The films not admitted to the competition program may be shown in the non-competition program upon prior consent of the copyright holders.
- All films selected for the Festival participation may be included in the Organizer’s film stock to be demonstrated for cultural and education purposes at the Festival Organizer’s special events for an unlimited term, upon prior consent of the copyright holders.
- Technical requirements to the competing films
- Films submitted to the competition program shall be in DCP and HD formats.
- Films submitted to the non-competition program may be in formats DCP, HD, and DVD. The films are submitted through download links before May 01, 2024; for DCP format, with a key open within the period of May 01-24, 2024 for participation in the Festival and within the period from May 25 to June 30, 2024 for participation in the Festival Echo program.
- The application entry shall contain a link to online view with English subtitles or a link to downloading a light version of the film through a file hosting service. It is recommended to use the file hosting services with no storage term restrictions so that the films remain available until the end of the Festival (Yandex Disk, Mail.ru Cloud etc.).
- Films in foreign languages shall be submitted with English subtitles (obligatory) and with Russian subtitles, if any. Films in Russian language shall be submitted with English subtitles.
- All films shall have a subtitle cue sheet in English language.
- Film assessment criteria
- In every nomination of the competition program, one winner is selected.
- The Judges assess the films based on a 10-grade scale for the following criteria:
originality of the script concept and the author’s idea;
integrity of the idea and its representation;
compliance of the selected expressive tools to the artistic concept;
creativity, individuality, innovation, extraordinariness of the author’s thinking;
logic and entirety of the composition solution;
overall art value of the film;
the interpretation of a contemporary hero for children and youth.
- The Judges make their decision by a simple open majority vote. The decision is formulated in the protocol signed by all members of the Judges’ Board and the Chairman of the Board. The Judges’ decisions are final and not subject to any appeal.
- In the event of equal score, the casting vote is given by the Chairman of the Board.
- Prize Fund of the Festival
- The winners of the competition program nominations are awarded special prizes and certificates of the Festival.
- The Grand Prix, the supreme prize, shall be awarded to the best film of the Festival. The winner will be awarded a special prize and a certificate of the Festival.
- The Audience Choice Award will be presented upon the result of the voting held by the Organizer at all competition program film shows. The winner will be awarded a special prize and a certificate of the Festival.
- All Festival participants will be awarded Festival certificates.
- The Judges of the Festival may award special certificates to Festival participants.
- Festival partners may award their special prizes and/or certificates to Festival participants at their own discretion.
- Financial support of the Festival
- The Festival is financed by the regional budget. The organization of the Festival can be supported by grants, sponsors’ contributions, and individual donations transferred to the settlement account of the Organizer presented on the website: www.geroyfilm.ru.
