of the II International Film Festival for Children and Youth “Hero” — 2022

    1. General provisions
      • The II International Film Festival for Children and Youth “Hero” (hereinafter - the Festival) will be held in the city of Krasnoyarsk, and in the towns of Divnogorsk, Norilsk, Uzhur and Aban (village of the Krasnoyarsk region) from May 19 to May 23.
      • The Echo of the II International Film Festival for Children and Youth “Hero” (screenings of films of the competitive and non-competitive programs) is to be held in the Krasnoyarsk region from May 24 to June 30, 2022, (hereinafter – “Echo of the Festival”).
      • The founder of the Festival is the Ministry of Culture of the Krasnoyarsk region (hereinafter - the Founder).
      • The organizer of the Festival is the Regional Government-Owned Publicly Funded Institution of Culture “Enisey Kino” (hereinafter - the Organizer).
      • The partners of the Festival are Regional Government-Owned Institutions of Culture and Educational Institutions in the field of culture. Other commercial and non-commercial organizations, including public ones, can act as Partners (hereinafter – the Partner).

    1. Festival aims and objectives
      • The main aim of the Festival is the development of the concept “hero” among the younger generation; to determine, through the joint efforts of filmmakers and audience, the characterization of a modern hero who deserves to be a moral guide; to educate high human qualities and appreciation of art.
      • The main objectives of the festival are:
        • Familiarization of children with outstanding examples of modern Russian and world cinema, representing a modern hero.
        • Determination of development thrust of children’s cinema. The discovery of up-and-comers in the children’s film industry in Russia and countries of the world; the preservation of continuity of generations.
        • The exchange of creative experience, the search for new ideas, styles, technologies in the art of film-making for children and youth at international level.
        • Development of film education, creative abilities and imaginative thinking of children and youth; mastering modern film- and animations technologies; early career guidance of children and teenagers through workshops, educational laboratories, creative meetings with domestic and foreigner filmmakers.
    1. Organization of the Festival
      • The Founder establishes the Organizing Committee in order to prepare and hold the Festival (hereinafter - the Organizing Committee). The Organizing Committee approves the Festival program, the organization plan of the Festival events and media plan, the composition of the Selection Board of the Festival (hereinafter - the Selection Board) and the Jury (hereinafter - the Jury).
      • The Organizer provides organizational support for the preparation and holding of the Festival, including ensuring the activities of the Selection Board; makes the Festival program; ensures the holding of the Jury meeting; keeps the minutes of the meetings of the Jury.
      • The Jury and the Selection Board are formed by the Organizer from among well-known filmmakers from Russia and countries of the world, whose professional spheres are fiction, documentary films, and animation. The persons who took part in the making of a film that will be screened within the competitive program of the Festival cannot become the Jury members.
      • The Organizer of the Festival covers travel expenses (railway and air transport (economy class) to Krasnoyarsk and back, the living expenses in a hotel in Krasnoyarsk in a single room (“comfort” category) for the Jury members. Considerations about the invitation of foreign guests, terms and conditions of their stay at the Festival are decided by the Organizer. The conditions of the Jury’s stay are stipulated in their own personal invitations. If it is impossible to be present personally, the Jury members carry out the work at the Festival in the online mode.
      • The Selection Board picks the submitted films for the competitive and noncompetitive programs’ screening of fiction, documentary and animated feature films for children and youth on a 10-point scale according to the following criteria:

    the singularity of a plot and the author's message;

    the unity of content and performance;

    the compatibility of means of expression with an artistic conception;

    the creative manner, innovation and out-of-the-box thinking;

    the logical completion of a compositional idea;

    the art level of a film;

    the interpretation of a contemporary hero for children and youth.

    • Filmmakers from Russia and countries of the world, both individuals and organizations whose professional spheres are fiction, documentary films, and animation for children and youth are invited to participate in the Festival.
    • The information about the participation in the Festival program is sent by the Organizer to an applicant by e-mail indicated in the application, within three business days following the last day of the work of the Selection Board, but no later than March 15, 2022.
    • Applications of the participants aged from 8 to 17 years old inclusive are accepted to participate in the special nomination for children “Who is your hero?”. The application is acquired by the parent (legal presence) presence or head of the media studio.
    • The participation of feature-length films, full-length animated films and documentary films in the competitive programs of the Festival implies the mandatory personal attendance of one representative of each of these films (preferably a director).
    • The Organizer of the Festival covers the following expenses for participants whose feature-length films, full-length animated films and documentary films were accepted for the competitive program (no more than one representative of each of the films): railway or air fare (economy class) to Krasnoyarsk and back, single room hotel accommodation in Krasnoyarsk (“economy” category) during the Festival. Considerations about the invitation of foreign guests, terms and conditions of their stay at the Festival are decided by the Organizer. The conditions of the participant of the Festival stay are stipulated in their own personal invitations. If the personal presence of a participant is impossible, his or her participation in the programs of the Festival in the online mode is possible.
    • The Organizer provides transfer service in Krasnoyarsk and the Krasnoyarsk region for the Jury and participants of the competitive and non-competitive programs of the Festival.
    1. Festival program
      • The Festival program includes:
        • The competitive program involves competitive film screenings for children and youth in the following genres:

    feature-length film for children and youth;

    full-length animated film for children and youth;

    feature short film for children and youth;

    animated short film for children and youth;

    documentary film for children and youth;

    special nomination for children “Who is your hero?”.

    • From 5 to 10 films in each genre are selected for participation in the competition of feature-length films, full-length animated films and documentary films. From 5 to 20 films in each genre are selected for participation in the competition of feature short films and animated short films.
    • The non-competitive program that includes special events:

    1) creative meetings, workshops, lectures, educational laboratories, round tables/forums;

    2) non-competitive film screenings for children and youth
    in the following genres:

    feature-length film for children and youth;

    feature short film for children and youth;

    full-length animated film for children and youth;

    animated short film for children and youth;

    documentary film for children and youth;

    3) special film programs.

    • The Festival opening ceremony is to be held on May 19, 2022
    • The Festival closing ceremony and the awarding of the competitive program winners is to be held on May 23, 2022
    • Competitive and noncompetitive screenings are held from May 19 to May 23, 2022 in the city of Krasnoyarsk, and in the towns of Divnogorsk, Norilsk, Uzhur, and in a rural locality Aban of the Krasnoyarsk region.
    1. Competitive program and nominations
      • Nominations of the competitive program:

    Grand Prix.

    Best feature-length film for children and youth.

    Best feature short film for children and youth.

    Best full-length animated film for children and youth.

    Best animated short film for children and youth.

    Best documentary film for children and youth.

    Special nomination for children “Who is your hero?”.

     

    1. Procedure for filing an application and conditions of participation in the Festival
      • The receipt of applications for participation in the competitive and non-competitive programs of the Festival is carried out from December 01, 2021 to February 20, 2022 inclusive in electronic form by e-mail of the Organizer: geroyfilm@mail.ru and on the website http://www.geroyfilm.ru.
      • Making of programs of competitive and non-competitive film screenings of the Festival is carried out by the Selection Board up to March 15, 2022 inclusive.
      • The applicant must have exclusive or non-exclusive rights to use the submitted film and (or) the rights to assign usage rights to other persons.
      • The participation in the competitive and non-competitive programs of the Festival is free of charge. The applicant can file several applications for participation of a film (a creative work) in the competitive and non-competitive programs of the Festival.
      • A creative work can be collective or individual.
      • The competitive program films are accepted according to the following categories:

    feature-length films, production years: 2020-2022, running time from 50 to 240 minutes;

    feature short films, production years: 2021-2022, running time from 3 to 49 minutes;

    full-length animated films, production years: 2020-2022, running time from 50 to 180 minutes;

    animated short films, production years: 2021-2022, running time from 1 to 49 minutes;

    documentary films, production years: 2021-2022, running time from 3 to 100 minutes;

    special nomination for children: “Who is your hero?”, production years: 2021-2022, running time from 1 to 49 minutes.

    • Requirements to the competitive work.

    The competitive program films are accepted in the DCP and HD formats.

    The non-competitive program films are accepted in the DCP, HD and DVD formats. Films are provided through the download link no later than May 01, 2022; films in the DCP format must be provided with a public key from May 01 to May 23, 2022 and from May 24 to June 30, 2022 for participation in the program “Echo of the Festival”.

    Films in languages other than Russian are necessarily provided with English subtitles (obligatory) and Russian subtitles (if available). Films in Russian are provided with English subtitles.

    All films of the competitive program must be submitted with the subtitle cue sheet in English.

    Films that were not selected for participation in the competitive program, can be screened during the non-competitive program upon prior approval of the rights holder.

    It is necessary to provide a link to the film with English subtitles for its screening in the online mode, or a link to download the film's light version via a file sharing service in the application. It is recommended to use file sharing services with the unlimited file storage period which can continue until the end of the Festival (Yandex Disk, Mail.ru Cloud, Google Drive, etc.).

    • With the submission of the application for participation in the competitive and non-competitive programs of the Festival, authors give their consent: to the royalty-free use of the film for non-commercial purposes in social programs, charity events and other projects; to the posting of the film on the Internet (with specification of the author) for the Festival popularization purposes until June 30, 2022.
    • The submission of the application for participation in the Festival supposes the author(s) consent to the film screenings: within the Festival in the city of Krasnoyarsk, and in the towns of Divnogorsk, Norilsk, Uzhur, and Aban (village of the Krasnoyarsk region) from May 19 to May 23, 2022; within the events of the program “Echo of the Festival”, which will be held in the Krasnoyarsk region from May 24 to June 30, 2022, inclusive. The submission of the application also supposes the author(s) consent of usage the film's fragments for the video clip and CD about the Festival.
    • The participant of the competitive and/or non-competitive programs of the Festival on his/her part guarantees the compliance with standards of the civil legislation of the Russian Federation.

    The person who submitted the application for participation in the competitive and non-competitive programs of the Festival incurs liability in case of copyright infringement claims, that arose from the submission of the film.

    In case of third-party demands, complaints and lawsuits, including ones from the rights holders of the provided works, the participant of the Festival is obliged to settle them unilaterally, on his/her own and at his/her own expense.

    • The participation in the Festival supposes transferring of rights to broadcast the film's fragments (10% of the film overall running time, but no more than three minutes) to Russian and international channels. The same rights are stipulated for posting of the film fragments on the Internet.
    • Creative works which contain the advocacy of violence, drugs, smoking, alcoholism, incitement to racial or national hatred, and offence to human dignity are not allowed and will not be accepted for participation in the competitive and non-competitive programs of the Festival.
    • All films that were selected for participation in the Festival upon the consent of their rights holders can be included in the Organizer's film foundation and can be screened for cultural and educational purposes within special events of the Organizer of the Festival without limit in time.
    1. Films assessment criteria
      • One winner is selected in each nomination of the competitive program.
      • Films are assessed by the Jury, by use of 1 to 10 ranking system, based on the following criteria:

    the singularity of a plot and the author's message;

    the unity of content and performance;

    the compatibility of means of expression with an artistic conception;

    the creative manner, innovation and out-of-the-box thinking;

    the logical completion of a compositional idea;

    the art level of a film;

    the interpretation of a contemporary hero for children and youth.

    • The Jury decisions are taken by open voting, by a simple majority of votes. The Jury decisions get officially registered in a protocol and signed by all the Jury members and the Jury Chairman. The Jury decisions are final and binding.
    • In case films achieved identical scores, the casting vote the Jury Chairman should cast the deciding vote.
    1. Prize Fund of the Festival
      • The winners in nominations of the competitive program are awarded with the Festival’s statuette and diplomas.
      • The Grand Prix is ​​the highest award offered to the best film of the Festival. The winner is awarded the highest prize and a diploma of the Festival.
      • The winner in the nomination “Audience Award” is selected based on results the audience’s vote, which is conducted by the Organizer at every competitive films’ screenings. The winner is awarded with a special prize and a diploma of the Festival.
      • All participants of the Festival are awarded with certificate of the participation.
      • The Festival Jury may award the participants with special Jury diplomas.
      • The Festival Jury may make a special mention, in which case the Jury’s diploma will be issued.
      • The Festival Partners may award the participants with special diplomas and/or prizes on their own initiative.
    1. Financing of the Festival

    The Festival is financed from regional budget resources. The attraction of sponsorship funds and voluntary donations for the organization and holding of the Festival is possible by transfer of funds to the Organizer’s bank account, which is specified on the website http://www.geroyfilm.ru.
