Regulation about the IV International Film Festival for Children and Youth "Hero"

1. General provisions

  • The IV International Film Festival for Children and Youth "Hero" (hereinafter referred to as the Film Festival) is being held in the cities of Krasnoyarsk, Norilsk, Uyar, Divnogorsk, and the village of Kuragino in the Krasnoyarsk Region from May 18 to 22, 2026.
  • Film screenings of films from competitive and out–of-competition programs of the IV International Film Festival for Children and Youth "Hero" are held at film installations in the Krasnoyarsk Region from May 23 to June 30, 2026 (hereinafter referred to as the "Echo of the Film Festival").
  • The founder of the Festival is the Ministry of Culture of the Krasnoyarsk region (hereinafter referred to as the Founder).
  • The Organizer of the Festival is Enisey Kino Regional State Autonomous Institution of Culture (hereinafter referred to as the Organizer).
  • The Film Festival's partners may be government, municipal institutions, commercial and non–profit organizations (hereinafter referred to as the Partner).

2. The purpose and objectives of the Film Festival

  • The main goal of the Film Festival is to form the concept of "hero" among the younger generation, to define, through the joint efforts of cinematographers and viewers, the image of a modern hero worthy of being a spiritual and moral guide, to foster high human qualities and artistic taste.
  • The main purposes of the Festival are:
    • Introducing children to outstanding examples of modern Russian and world cinema, representing a modern hero.
    • Identification of new names of Russian and foreign authors of films for children and youth. Exchange of creative experience, search for new ideas, styles, and technologies in the art of making films for children and youth, including internationally.
    • Development of film education, creative abilities and imaginative thinking of children and youth, their mastering of modern film and animation technologies, early professional orientation of children and adolescents through master classes, laboratories, creative meetings with domestic and foreign cinematographers.

3. Organization of the Film Festival

  • 3.1. For the preparation and holding of the Film Festival, the Founder creates the organizing committee of the Film Festival (hereinafter referred to as the Organizing Committee). The composition of the Organizing Committee is approved by the order of the Ministry of Culture of the Krasnoyarsk Region. The Organizing Committee approves the program of the Film Festival, the organizational plan of the Film Festival events and the composition of the jury (hereinafter referred to as the Jury).
  • 3.2. The composition of the selection Committee (hereinafter referred to as the Selection Committee) is approved by the Founder until November 30, 2025.
  • The Organizer provides organizational support for the preparation and holding of the Film Festival, including ensuring the activities of the Selection Committee, forms the program of the Film Festival, ensures the holding of Jury meetings and the preparation of Jury protocols, and sends invitations to participants in the competition program of the Film Festival.
  • The Selection Committee and the Jury are made up of well–known Russian and foreign filmmakers whose professional fields of activity are feature films, documentaries, and animation.
  • The competition program of the Film Festival may not include films that were created by members of the Selection Committee and the Jury.
  • Russian and foreign cinematographers (individuals and legal entities) whose field of activity is feature, documentary and animated films for children and youth are invited to participate in the Film Festival.
  • Applications for participation in the special children's nomination "Who is your hero?" are accepted from participants from 8 to 17 years old inclusive or creative teams (youth media studios). The application must be filled in by the participant's parent (legal representative) or the head of the creative team (media studio).
  • The selection Committee selects the programs for competitive and out-of-competition screenings of feature films, documentaries and animated films for children and youth from among those submitted to the Film Festival on a 10-point scale according to the following criteria:

originality of the script concept and the author’s idea;

unity of content and execution;

compliance of the selected expressive tools to the artistic concept;

creativity, individuality, innovation, extraordinariness of the author’s thinking;

logic and entirety of the composition solution;

overall art value of the film;

revealing the image of a modern hero to a child and (or) youth audience.

  • The selection Committee carries out its work in the period from December 01, 2025 to January 31, 2026.
  • The Organizer provides the payment for the transportation of the Jury members by rail and air from their place of stay to the cities of Krasnoyarsk and Norilsk and back, as well as accommodation in hotels in Krasnoyarsk and Norilsk in a single rooms. The conditions of travel and stay of the members of the Jury of the Film Festival are stipulated in their personal invitations.
  • The members of the Jury can work online.
  • The participation of full-length feature films, full-length animated films, short feature films, short animated films and documentaries in the competition programs of the Film Festival provides for the possibility of the personal presence of one representative from each of the films (preferably the director). The list of participants of the Film Festival is approved by the Organizer, based on confirmed data on readiness for personal attendance, no later than April 5, 2026.
  • The organizer ensures that participants in the competition program of full-length feature films, full-length animated films and documentaries of the Film Festival (no more than one representative from each of the films) travel by rail and air (economy class) from their place of stay to the cities of Krasnoyarsk and Norilsk and back, accommodation in hotels in Krasnoyarsk and Norilsk in a single room (standard category) during the conducting a film Festival.
  • If a participant in the competition program (director, producer, actor or other representative of the film) cannot attend the Film Festival in person, his participation in individual events (creative meetings, discussions) is carried out online via video link.
  • The organizer provides vehicles for travel around Krasnoyarsk and the territory of the Krasnoyarsk Region (in the cities of Norilsk, Uyar, Divnogorsk, Kuragino village) to members of the Jury and participants of the competitive and out-of-competition programs of the Film Festival.
  • The Founder reserves the right to cancel or postpone the Film Festival, as well as to change the format of the Film Festival in the following cases:

in case of force majeure (government prohibitive measures, natural disasters (earthquakes, floods, hurricanes, fires, epidemics, pandemics), military actions);

in the absence of funding for the Film Festival in 2026.

If, after the completion of the work of the Selection Committee and the approval of the list of participants, the Film Festival cannot be held on time, the Organizer:

  • notifies the participants of the cancellation of the Film Festival events in writing at least 30 calendar days before the date of the Film Festival;
  • It has the right to propose alternative forms of participation in the events of the Film Festival (online screening, postponement of participation in the next film festival, etc.) in agreement with the participants.

4. The Film Festival Program

  • The Festival program includes:
  • A competitive program that includes screenings of the following types of films for children and youth:

Full-length feature films;

Full-length animation films;

Short feature films;

Short animation films;

Documentary films;

film in a special children’s nomination “Who is your hero?”.

The selection committee selects from 5 to 10 films in each of the above-mentioned types to participate in the competition of feature-length films, animated feature-length films and documentaries. From 5 to 20 films in each of the above-mentioned types are selected to participate in the competition for short feature films and short animated films.

  • An out-of-competition program that includes special events:

creative meetings, workshops, lectures, educational laboratories, round tables/discussion platforms;

out-of-competition film screenings;

  • The opening ceremony of the Film Festival will be held on May 18, 2026.
  • The closing ceremony of the Film Festival and the awarding of the winners of the competition program will be held on May 22, 2026.

5. Nominations and prize fund of the Film Festival

  • Nominations of the competition program:

Grand Prix of the Film Festival

best full-length feature film for children and youth;

best short feature film for children and youth;

best full-length animation film for children and youth;

best short animation film for children and youth;

best documentary film for children and youth;

Special children's nomination "Who is your hero?";

Audience Award;

  • The winners in the nominations of the competition program are awarded with prizes and diplomas of the Film Festival.
  • The Grand Prix is awarded to the best film of the Film Festival from among all participating films.
  • The audience award is selected based on the results of the audience vote, which is conducted by the Organizer at all screenings of the competition programs.
  • All participants in the competition program of the Film Festival are awarded with diplomas of the participants of the Film Festival.
  • The jury of the Film Festival can award participants with special Jury diplomas. Special Jury diplomas can be awarded to individual films, as well as to participants (directors, actors, cameramen and other creators) of the Film Festival.
  • The partners of the Film Festival have the right to establish and award their own special awards to the participants of the competition program.
  • Each nomination of the competition program has only one winner. There is no provision for the division of prizes between several participants in the same nomination.

6. Criteria for evaluating films

  • The jury evaluates films on a 10-point scale according to the following criteria:

originality of the script concept and the author’s idea;

unity of content and execution;

compliance of the selected expressive tools to the artistic concept;

creativity, individuality, innovation, extraordinariness of the author’s thinking;

compliance with traditional Russian spiritual and moral values;

revealing the image of a modern hero to a child and youth audience

  • The decisions of the Jury are made by open voting, by a simple majority of votes, and are formalized by a protocol signed by all members of the Jury and the chairman of the Jury. The Jury's decisions are final and cannot be appealed.
  • If the films are awarded an equal number of points, the Chairman of the Jury has the deciding vote in choosing the winner in the nomination.

7. Application procedure and conditions of participation in the Film Festival

  • Applications for participation in the competitive and out-of-competition programs of the Film Festival are accepted from September 8, 2025 to October 31, 2025 inclusive in electronic form at the Organizer's address: geroyfilm@mail.ru and on the website http://www.geroyfilm.ru.
  • The invitation to participate in the Film Festival program is sent by the Organizer to the applicant by e-mail to the address indicated in the application no later than March 14, 2026.
  • The applicant must have exclusive or non-exclusive rights to use the film submitted and indicated in the application and/or the rights to transfer the rights to use them to other persons.
  • Participation in the competitive and out-of-competition programs of the Film Festival is free of charge. The applicant can submit several applications for the film's participation in the competitive and out-of-competition programs of the Film Festival.
  • The following persons are accepted for participation in the competition program:

full-length feature films produced in 2024 or later, duration of 52 minutes and above;

short feature films produced in 2024 or later, duration under 35 minutes;

full-length animation films produced in 2024 or later, duration of 52 minutes and above;

short animation films produced in 2024 or later, duration under 35 minutes;

documentary films produced in 2024 or later, duration under 100 minutes;

special nomination for children: “Who is your hero?”, films produced in 2024 or later, duration under 35 minutes.

  • The application for participation in the Film Festival requires the consent of the author or a group of authors to show the film during the Film Festival in the cities of Krasnoyarsk, Norilsk, Uyar, Divnogorsk, Kuragino settlement of the Krasnoyarsk Region from May 18 to 22, 2026, screening during the events of the Echo Film Festival in the Krasnoyarsk Region from May 23 to June 30 2026 inclusive, as well as the use of its fragments to create a video about the Film Festival at the end of the Film Festival.
  • The participant in the competitive and (or) out-of-competition programs of the Film Festival guarantees compliance with the norms of the civil legislation of the Russian Federation.

For all claims related to copyright infringement resulting from the provision of a film for screening, the person who submitted an application for participation in the competitive and (or) out-of-competition programs of the Film Festival assumes responsibility.

In case of claims, claims and lawsuits by third parties, including the copyright holders of the submitted works, the participant of the Film Festival undertakes to settle the disputed issues independently, on his own behalf and at his own expense.

  • Participation in the Film Festival involves the transfer of the right to broadcast excerpts from films by Russian and foreign TV channels (10% of the total length of the film, but no more than three minutes). The same rights are assumed for their placement on the Internet.
  • The Selection Committee does not allow creative works containing propaganda of violence, drugs, smoking, alcoholism, insulting human dignity, inciting racial and national hatred, or anti-patriotic sentiments to participate in the competitive and non-competitive programs of the Film Festival. The decision of the Selection Committee cannot be appealed.
  • Films that have not been selected for the competition program and recommended by the Selection Committee for participation in the out-of-competition program may be shown in the out-of-competition program upon prior agreement with the copyright holders.
  • All films selected for participation in the Film Festival, with the consent of their copyright holders, can be included in the film fund of the Organizer and shown for cultural, educational and educational purposes as part of special events of the Organizer of the Film Festival indefinitely.

8. Technical requirements for the competition work

  • Films submitted to the competition program shall be in DCP and HD formats.
  • The non-competitive program accepts films in DCP, HD and DVD formats.
  • Films are provided via a download link no later than April 20, 2026, for the DCP format – with a public key from May 01 to May 22, 2026 for participation in the Film Festival and from May 23 to June 30, 2026 for the film's participation in the Echo Film Festival program.
  • The application must include a link to watch the movie online or a link to download a light version of the movie through a file sharing service. It is recommended to use file sharing sites where the file storage period is unlimited and can last until the end of the Film Festival.
  • All films submitted for the competition program must have subtitles in English, except in cases where: the original language of the film is Russian, or the film is silent (without dialogues).
  • Together with the official invitation to participate in the Film Festival, the Organizer sends the applicant a participation form to be completed. Providing a completed and signed scanned copy of the application confirms the applicant's consent to include the film in the Film Festival program.
  • The questionnaire contains more detailed information about the film, including promotional materials, stills from the film, and photographs of the director.
  • All films accepted into the competition program must have a subtitled list in English.
  • The technical requirements for the DCP copy, as well as instructions for its transfer, are sent by the Organizer after the official confirmation of participation by the copyright holder.

9. Financial support of the Film Festival

  • The Film Festival is financed from the budget of the Krasnoyarsk Region. It is possible to attract grants, sponsorship funds and voluntary donations for the organization and holding of the Film Festival by transferring funds to the Organizer's checking account, which is indicated on the website http://www.geroyfilm.ru.

10. Final clauses

  • Information about the Film Festival is posted on the Organizer's website: http://www.geroyfilm.ru, e-mail: geroyfilm@mail.ru, telephones for inquiries: (391) 243 73 20, 243 73 01.
  • Address of the Organizer: Enisey Kino, Regional State Autonomous Institution of Culture (Enisey Kino RSAIC), 153 Proletarskaya St., Krasnoyarsk, 660100, the Russian Federation.
  • All the conditions and deadlines specified in the Regulations are mandatory. Failure to comply with these requirements gives the Organizer the right to withdraw the film from participation in the Film Festival programs.
  • Participation in the Film Festival means full agreement with all the provisions of these Regulations. In case of divergence of interpretation, the Russian text shall prevail.
  • The Organizer reserves the right to make final decisions on all matters not covered by these Regulations.
